First Impression
Your site looks quite professional at a first glance. Your color choices are great. I can tell the difference between your links and text, great.
I'm making a prediction that your layout was meant for a 800x600 resolution because when I adjusted my resolution it was perfectly centered. If you haven't guessed, I don't like that blank space to the right. However, I won't be reviewing your site in 800x600 because it doesn't look right on my computer and you don't state a particular screen resolution to view your site in.
Presentation
To put it bluntly, your site has a sophisticated look, but the style is simple.
That's not a bad thing at all. I like looking at sites that looks like it has effort put into it, but the webdesigner didn't overdo it.
Your layout matches with the color scheme. Also, your color scheme doesn't bother me.
Your link styles are different from your text styles, another plus.
I honestly don't see anything wrong with your presentation except that you don't specify which resolution.

Everything that goes in this section makes sense.
Designs
You should consider renaming this section "Layouts." I got confused because you had a section titled "Graphics" next to this link.
Your layouts are absolutely beautiful. They looked wonderfully designed with effort and time. There's so much quality in them.
Graphics
Like your layouts, these come with quality and quantity. I'm impressed by your talent.
Desktop
Great like everything else on your site.
Tutorials
You don't have that many. But, they're very helpful. I read through them and you don't give your visitors vague instructions. Your instructions are thorough and you also have pictures to guide.
Other
"The Other section currently only contains Neopets items." Why not just title this section "Neopets?" It'll be better if your images opened to new windows on your "Shop Layouts" page. You don't have that many graphics in this section, but this section can grow.
Network
Nothing to say about this section.
Overall, I'm impressed.

There are two broken links on your "Listed" page. One is due to an HTML error, which is http://another-place.org/ardenttarget=_blank, you forgot a space.
Your last wallpaper on page 2 of your abstract wallpapers leave to this broken link: http://tarnished-silver.net/graphics/wallpapers/009.jpg.
You mispelled "transparent" on your "Tutorials" page under "Photoshop."

Conclusion
Your design site is excellent. Fix the few errors you have and add a little more graphics/tutorials and your site will be perfect. I never given anyone this many stars. In fact, I don't give out many stars unless I'm won over. Your design site is amazing, it's one of or probably the best I've been to so far. As you can see, I didn't have too much to say in your review.
